The affiliate marketing programs resemble multi-level marketing (MLM) where the publishers attract sub-partners to get their referred visitors to sign up for the same program using the main publisher's account or sign-up code. The publisher will have overriding commission from his sub-partners, who also be rewarded with a smaller commission for their effort. There is no way to know how active (or inactive) each of your affiliates will be. Since you are a new company, you would need to 'prove' yourselves as reliable and trustworthy. Testimonials from current customers can be invaluable. Serious affiliates like to know that they are advertising a respectable product. What does your company provide that is different from the others? Make that your selling point.

As an affiliate marketer (not a vendor), I usually look for affiliate programs in directories like Associate Programs as they give details on a company's reputation. Personally, I wouldn't join an affiliate program where I have no idea if affiliates are being paid. There should be a good track record in this regard. If your company is new, you first have to build your reputation and gather some useful user testimonials. Then, get listed in affiliate program directories.
